Non-Aggression Pact (NAP20)
- Server 2296 operates under NAP20. The top 20 alliances are protected by the Non-Aggression Pact.
- NAP members may not attack bases, seize land, or take other hostile action against one another except through the approved enforcement process below.
- Rule changes require a formal proposal, a leadership vote, and enactment after voting closes.
- The member proposing a vote is responsible for contacting any R5s or authorized proxies who have not yet voted.
- The acting president or an authorized proxy records alliance rankings and land ownership every Friday at server reset and posts the snapshot in the designated Discord channel.
- Minor ranking changes, such as moving by one position, do not automatically trigger a complete land redistribution.
Land & Capitol Progression
- Land is distributed according to the schedule approved by NAP leadership.
- No base hits during land transitions. Alliances must communicate and move peacefully.
- Military participation percentages and queue allocations, including Capitol advancement quotas, are set by agreement of the Top 3 alliances and may be adjusted as circumstances change.
Presidency & Vice President
- The presidency rotates among the Top 3 alliances every two weeks, or as Capitol Conquest timing allows.
- Buffs, appointments, and major policy decisions require a majority vote of the leadership council. They may not be decided unilaterally.
- The Vice President role rotates among the Top 3 alliances R4/R5 members and must be held by an active player who can support multiple time zones.
- A Vice President who abuses the role, including manipulating the queue to favor themselves or their alliance, loses access to the position.
Top 10 THP
Buff Queue Skip Provision
- A player ranked in the Top 10 THP may request priority placement only when every condition below is met.
- A player currently holding a Top 10 queue position voluntarily agrees to surrender that position. The volunteer may come from any alliance.
- No member may be compelled, pressured, or intimidated into forfeiting a queue position.
- The Vice President must be notified and must complete the swap. The volunteer may not simply leave the queue independently.
Plundering & Property Violations
Server-wide rule
Do not plunder cargo trucks, secret tasks, resource tiles, or trains belonging to players on Server 2296.
Exception: A player may request a tile hit and provide coordinates for an agreed troop-burn or honor-point exchange. Hitting tiles in the mud is still prohibited unless the player has provided the coordinates.
Standard complaint process
Resolve first. Escalate only when needed.
- 1Player-to-player resolution
The affected player contacts the offender directly and requests a resolution, such as an apology and/or appropriate compensation.
- 2Alliance leadership escalation
If there is no response within 24 hours, the matter is escalated to the R4/R5 leadership of both alliances.
- 3Council escalation
If alliance leadership cannot obtain a response or resolve the matter within the next 24 hours, the issue is escalated to the council.
- 4Final enforcement
If the issue remains unresolved, or the offender is a repeat offender previously brought before the council, one base hit is permitted as the agreed consequence. Additional retaliation is prohibited.
General Conduct
- Discrimination, hate speech, and threatening language of any kind will not be tolerated.
- Disagreements should be addressed at the lowest appropriate level, beginning player-to-player whenever possible.
- Praise in public; address problems in private. Use public channels for encouragement, coordination, and server-wide information.
- Each alliance’s leadership is responsible for communicating council decisions and vote outcomes to its members. Members are expected to follow approved decisions.
- Players may freely change alliances. Alliance leaders should not privately solicit members from other alliances. Concerns about active recruitment should be reported to server leadership.
- Players may not occupy space within another alliance’s hive without permission. A player asked to relocate must move within 48 hours of the initial request. If the player does not move, the alliance whose hive is being occupied reserves the right to remove them. During a major event, operational needs may require the player to be removed sooner.
Participation
- Alliance leadership must educate members on Server vs. Server (SvS), winning invasion rights, battlefield conduct, Capitol War preparation, and other major server objectives.
- During Warzone Duel and Capitol War, whether Server 2296 is invading or defending, every alliance must occupy space in and around the mud and provide active support.
Shared responsibility
Every alliance and every player contributes to Server 2296’s strength.
Preparation, participation, communication, and restraint are expected from all members.
